The Transport Ministry has announced that the minimum age for commercial motorcycle riders, popularly known as “okada” riders, will be reduced from 25 years to 21 years. This move is part of the government’s ongoing efforts to legalize and properly regulate the okada business.

Transport Minister Joseph Bukari Nikpe shared that he has prepared a memo seeking Cabinet approval to finalize this age change in upcoming legislation. The initial proposal to set the minimum age at 25 sparked public backlash, as many felt it would prevent young riders from entering the sector. Rider associations voiced strong concerns, arguing that the age restriction would unfairly block young people from earning a living through this fast-growing industry.

Under the proposed law, okada riders must hold a valid national ID, obtain a commercial rider’s license from the Driver and Vehicle Licensing Authority (DVLA), and pass a proficiency test that includes oral, theory, and eye exams. Riders are required to complete mandatory training and will use distinctive yellow license plates. They will also wear certified helmets displaying unique numbers and provide helmets for passengers.
